President James Kohnen called the Board meeting to order at 5:00 p.m.
Trustees Centeno and Quinn were absent from the meeting.
President Kohnen wished everyone a happy St.Patrick’s Day and invited
everyone to the parade on Saturday in Dublin.
The minutes of the 933rd meeting held February 13, 2008 were reviewed and
approved (Garcia/Edwards – unanimous with abstention from Hughes).
The Long Range Planning Committee update was given by Denny McLeod. Each member
of the Board was asked to give a short report on meeting that they have had
with city officials and newspapers. The County and all cities have been contacted
by either a Board member of the District Manager and each has received 10
copies of the biennial report and information on the benefit assessment. There
have been newspaper, television and radio stories about the benefit assessment
in the last two weeks and more are planned. The ballots will be mailed on
March 14th. The Board approved the amended Engineer’s Report (Golden/Doggett
– unanimous).
The annual Statement of Economic Interest, form 700, was distributed to all
trustees.
The Board reviewed the warrants dated February 15, 2008 numbering 039408 through
041808 amounting to $79,662.84 and warrants dated February 29, 2008 numbering
041908 through 044308 amounting to $106,494.07.
The manager presented the Monthly Operational Report for February. The District
received a total of 58 requests for service during the month. There were 8
mosquito-biting reports. The ten-year average for adult mosquito service requests
in February is 10.3. 31 requests for mosquitofish were received and 19 requests
for inspections of potential mosquito sources. Rainfall for the season was
slightly above average by the end of February, pointing towards an average
mosquito season.
The Board received updates from the District Manager on several other outside
agencies: The Alameda
County chapter of the California Special District’s annual dinner meeting
is scheduled for Thursday, April 3, 2008 at the old Crowne Plaza Hotel in
Pleasanton. Bruce Cain, director of the Institute of Governmental Studies
and director of the University of California Washington Center is the featured
speaker. Dinners will be $39 per person. Trustees Kohnen and Golden expressed
interest in attending along with the District Manager.
The Board received information on taking ethics training as required by AB1234
using the FPPC website at http://www.fppc.ca.gov/index.html?id=477 a certificate
can be printed after completing the training and placed on file at the District
office.
The Local Agency Investment Fund statement for the period ending January 31,2007
was given to the Board.
The Mosquito and Vector Control Association of California spring quarterly meeting is scheduled for May 1& 2 in Monterey. Smith Moore and Associates has taken over the management of the MVCAC as of February 1. The association website transfer, phones, mail, finances have all been accomplished.
A Request for Proposals for audit services has been sent to 19 CPA firms.
An auditor should be selected by the Board at the June 11, 2008 Board meeting.
The Vector Control Joint Powers Agency had its annual workshop in Aptos February
24-26 and Clarence Lam attended. The VCJPA is asking each district to adopt
the Model Driver Selection and Vehicle Use Guidelines and Resolution.
President Kohnen asked for reports on conferences attended in the last month.
John Hughes gave a report on the MVCAC annual conference, he mentioned a fact
that he learned while on the field trip to the Coachella Valley Mosquito and
Vector control offices in Indio, that the 1915 Mosquito Abatement Act was
prompted in part by the Eye Gnat problem in the the Coachella Valley.
Under Board announcements, Trustee David Edwards notified the Board that former
City of Alameda Trustee (and his neighbor for 40 years), Mark Hanna, is hospitalized
and critically ill.
The President asked if there were any items to add to agenda for the next
Board meeting in April, hearing none,
the meeting was adjourned at 5:52 p.m.
